The Fourth Gender Profile of Ukrainian Media Study Has Launched: Newsrooms Invited to Participate

The National Council of Ukraine on Television and Radio Broadcasting, in partnership with the NGO Women in Media, has launched the fourth wave of the Gender Profile of Ukrainian Media study and invites newsrooms from across Ukraine to take part in the survey.

Under the Law of Ukraine “On Media,” one of the National Council’s priorities is to promote gender equality in the media sector and prevent discrimination. The study helps assess gender balance within newsrooms, the distribution of professional and leadership roles, and how Ukrainian media organizations incorporate the principles of equality into their day-to-day operations.

All data collected will be anonymized and used exclusively in aggregated form. No individual media outlet will be identified in the study’s findings.

Completing the questionnaire takes approximately 15 minutes. We kindly ask you to provide accurate figures on the number of women and men in your newsroom, as this information is essential for building a reliable picture of the state of gender equality in Ukrainian media.

The questionnaire can be completed until 6:00 p.m. on August 20, 2026. We would appreciate it if you could submit your response in advance.

Why It Matters

The study has been conducted annually for four consecutive years, making it possible to track changes in the structure of Ukrainian newsrooms, staffing policies, and approaches to ensuring equal opportunities.

In 2025, 245 Ukrainian media outlets participated in the study, representing a total of 7,184 employees. The data collected made it possible to assess trends in newsroom staffing, management practices, approaches to social responsibility, and media organizations’ readiness to implement internal equality policies.

Key findings from the previous study include:

  • For the first time, women made up the majority of the Ukrainian media workforce, accounting for 57% of employees, while men represented 43%.
  • For the first time since the study began, women outnumbered men across all professional categories in the media sector. However, women’s numerical majority does not in itself signify gender equality. Their predominance in a profession characterized by high emotional demands, heavy workloads, and often relatively low pay should not be interpreted as evidence of equal opportunities. A clear gap remains between women’s numerical representation and their access to leadership positions and decision-making power.
  • The findings also made it possible to track trends in the representation of women and men in leadership positions and the development of newsroom equality policies.

The study is implemented by the National Council of Ukraine on Television and Radio Broadcasting and the NGO Women in Media.
