On July 18, 2025, the online outlet “Kyiv News Feed” published an article titled “A Large-Scale Campaign to Destabilize the Situation in Zakarpattia Has Begun.” The article includes an image of what is claimed to be a Russian passport belonging to Zakarpattia-based journalist Olena Mudra.

In the article, journalist Olena Mudra is described as the coordinator of the NGO “Code 21” and an activist opposing the construction of wind power plants in the Carpathians. The author seeks to discredit her work by claiming:

  • that she allegedly holds a valid passport of a citizen of the Russian Federation (an image of the document is included);
  • that she studied at a “propaganda center” in Saint Petersburg — without any substantiating evidence;
  • that her involvement in protests is part of a Russian destabilization operation in the region;
  • that she belongs to a so-called “anti-Ukrainian core.”

The article exhibits features of a coordinated smear campaign, including elements of disinformation, manipulation, and the disclosure of personal data. Instead of professional critique or a balanced viewpoint, it contains generalizations, value judgments, and stigmatization based on origin and fragments of her biography.

While dual citizenship with an aggressor state is prohibited under Ukrainian law, any official accusation must follow a legal verification procedure through the Migration Service or law enforcement authorities. The claims about “propaganda training” in Russia are subjective and unsubstantiated — speculative at best. There is no reference to any official source confirming espionage or agent activity on the part of the journalist.

This publication relies on the emotional impact of a scanned passport image, but provides no legally valid justification for claims of Russian citizenship or unlawful actions by Mudra. The claims are based solely on an image, without any official statement from state institutions (such as the Security Service of Ukraine or the Migration Service).

The article is written in an emotionally aggressive tone, filled with epithets, irony, and insinuations — all common features of smear campaigns. It offers no balanced perspective or attempt to obtain a comment from the journalist.
