Tik-TokOn 6 March 2025, the TikTok account dobrodar_media published a video claiming that a hotline had allegedly been launched “for Ukrainians who have never received any payments.” Viewers are instructed to find the hotline number in an unknown Telegram channel by following the link in the TikTok profile bio. The video also contains the caption: “Attention!!! A ‘hotline’ has been created.”
The video uses a fragment of a TV broadcast featuring ICTV presenter Oksana Guttsayt. The presenter is shown sitting at a studio desk holding sheets of paper, with a white-and-orange background graphic in ICTV’s signature colours. A closer analysis reveals that the audio and video tracks are desynchronised and that AI-generated audio was used to produce the voiceover. The clip also includes a short illustrative insert showing an unidentified person doing calculations on a calculator at a desk, with US dollar banknotes and coins placed beside them.
The video provides no concrete information about the so-called hotline: which institution or organisation it belongs to, when it was established, who can call it, what payments are being referred to, their amount, or how they can be obtained.

The lack of specifics, the encouragement to click on an anonymous link, and the use of AI technologies to create the clip all indicate that the video is fake. The dobrodar_media TikTok account was most likely created for fraudulent purposes. The use of the likeness of well-known individuals, such as presenter Oksana Guttsayt, is likely intended to attract more viewers and reinforce trust in the fabricated content. The stealing of someone’s likeness, or online impersonation, is one form of technology-facilitated gender-based violence (TFGBV).
