On October 14, 2024, after the publication of an investigation by Valeria Egoshina and Iryna Susak (Radio Liberty / “Schemes”) about the recruitment of Ukrainian citizens by Russian special services — including teenagers — to set fire to military vehicles, about 1,600 institutions across Ukraine received anonymous letters warning of the threat of terrorist acts and mining. Among the recipients were schools, hospitals, embassies, editorial offices, and public institutions.

These letters directly accused the journalists of being “involved” in terrorist acts, attributed them to “pseudo-anti-terrorist groups,” and posted fake links to alleged “investigations.” This is an example of an information and psychological operation, likely organized by the Russian Federation in response to the incriminating material.

This wave of false reports was massive, simultaneous, and coordinated—a characteristic feature of a hybrid attack on journalists.
