The State Committee for Television and Radio Broadcasting of Ukraine, in cooperation with the Women in Media NGO and with the support of International Media Support (IMS), has completed a gender audit within the institution, which had been underway since 8 June 2026. This was announced on the State Committee’s official website.
A working group was established to conduct the audit, bringing together representatives of the State Committee for Television and Radio Broadcasting of Ukraine and independent experts. Its members included, among others, Olena Suslova, Senior Analyst at the Women’s Information Consultative Center, and Liza Kuzmenko, Chair of the Women in Media NGO.

The gender audit aimed to provide a comprehensive assessment of the extent to which the State Committee for Television and Radio Broadcasting of Ukraine’s internal policies, management procedures, and organizational practices align with the principles of ensuring equal rights and opportunities for women and men. As part of the audit, the Committee’s internal regulatory, human resources, organizational, and strategic documents were reviewed, along with its remuneration system, decision-making mechanisms, monitoring procedures, and other aspects of its operations that affect the promotion of gender equality, non-discrimination, and inclusivity.
A separate component of the audit was an anonymous and voluntary survey of the State Committee for Television and Radio Broadcasting of Ukraine’s employees. The survey results made it possible to assess staff awareness of gender equality principles, attitudes toward the implementation of the Committee’s gender equality policy, and perceptions of the organization’s workplace practices.
The audit found that the State Committee for Television and Radio Broadcasting of Ukraine is transitioning from formal compliance with anti-discrimination legislation to the systematic integration of gender equality principles into its institutional policies and practices. The experts noted that the Committee has already implemented a number of important measures that are consistent with contemporary approaches to public administration.
Among the audit’s positive findings was the establishment and ongoing maintenance of a dedicated “Gender Policy” section on the Committee’s official website, which promotes transparency regarding the implementation of the national gender equality policy. The audit also positively assessed the use of gender-inclusive job titles in official documents and reports, including titles such as “Candidate of Sciences” and “Deputy Director” in their feminine forms. In addition, it highlighted the Committee’s consideration of the needs of diverse social groups—including children, veterans, internally displaced persons, and other population groups—when planning its activities.
At the same time, the audit found that, although the Committee’s core policies contain no provisions that directly discriminate against employees on the basis of sex, certain internal documents would benefit from greater gender sensitivity. In particular, the experts recommend systematically integrating gender mainstreaming into the Committee’s operations, introducing gender impact assessments of draft legal and regulatory acts, and ensuring the collection of sex-disaggregated data, which would enable more effective monitoring and evaluation of the implementation of equal rights and opportunities policies.
The employee survey found that the Committee’s workforce generally holds positive attitudes toward the principles of gender equality. Most respondents believe that women and men have equal opportunities for professional and career development and support the further integration of equal rights and opportunities policies into the work of the State Committee for Television and Radio Broadcasting of Ukraine. According to the experts, these findings provide a solid foundation for the further development of an institutional culture of equality.
The analysis confirmed that the State Committee for Television and Radio Broadcasting of Ukraine has already established the necessary regulatory and institutional framework for advancing gender equality. The next stage will focus on systematically integrating a gender perspective into human resources processes, internal procedures, and public policymaking. Implementing the audit’s recommendations during 2026–2027 will facilitate the transition from individual initiatives to a comprehensive and sustainable approach to ensuring equal rights and opportunities, in line with contemporary public administration standards and Ukraine’s European integration commitments.
